Premium Processing in H1-B

My employer is filing H1-B for me. They are evaluating Premium Processing option. Is it true that one cannot apply for Premium Processing before Oct 1?

Premium can filed any time to get a decision in 15 days. But if H1 is filed under new annual cap, it will still start later than Oct 1.

Yes, it is under new annual cap. They have filed the petition last week. I am assuming they can go for premium processing only after Oct 1

Premium processing can be filed anytime. Even if you get the decision within 15 days from today, the effective date of the H1B will be on or after Oct 1st since it is filed under the new CAP. So you cannot work until the H1B petition becomes effective irrespective of when it gets approved.
