I am an Indian Citizen and will be going for H-1B Stamping in London Consulate. My company is going hand me a BEP Letter and the folder.

Does BEP program apply to people going for H-1B stamping outside of India?

Is there any downside in getting a BEP folder as I will be going to a consulate in London instead of in India?
