New H1

Hi

I have an approved H1 petition with I-94 with employer A which was filed this year. Right now I am on H4 and this H1 B will be active effective this Oct 1st 2011.
Can Another Employer B use the same H1 B petition though I havent worked on that H1 at all? Or should the Employer B file another new H1 B?

As it is you have join A on Oct 1.
Another employer B can certainly use the cap from this petition to file their petition, but in order to get status approval you will need to provide proof of employment with A if filed after OCt 1. If filed before Oct 1, there is no such proof required.
