Visa (Passport) Photo Instructions

Hello All,
I saw these instructions for clicking passport photos on this portal and was really excited to know that.

Are these instructions valid? I mean is it allowed to click the photos by yourself and get it printed?

Please let me know if anyone has really tried it? I can use the paper cutter from my office to cut the photos.

If Not then what is the best and cheapest way to get the passport Photos clicked for Visa Stamping. I guess Walmart charges around $8 for two copies and the same price for the subsequent copies, and they dont give the soft copies. So even if we get it clicked at Walmart, we still need to scan it and upload it, which wont be in the right size.

Please let me know.
