Right To Control Document Question

My company is processing H1B for me and there are some documents which are requested in same regard. I have a question about Right To Control letter, who can issue this letter?
I mean as per description provided by company it needs to come from US engagement lead which I interpret as account manager in US. But can my team lead who is also in US issue this letter??

Does this person needs to be same person who has signed SOW with client?

Please help.

It can be from your immediate supervisor (It will add more value if it is from your manager). It doesn't need to be the same person who signed the SOW.
