H1B transfer without the Client letter

I am planning to transfer my H1B from company A to company B but according to the client policy they won't give the client letters.

what are the chances of getting approval in these cases.

No one can predict. They can issue you an RFE for client letter. Don't join the new employer until the transfer gets approved. You can attach the SOW between the client and your company in place of the client letter.
