New H1 query

H1 renew stamping of mine went to uscis for review/revoke november 2010. after that I had applied through diff vendor ended in to refusal(again sent to uscis for further review or revoke)on july 2011.Reason for my refusal std one your company could not provide employment.

I have joined indian BEP company, now they have also filled my H1.I have informed my condition and they told that you have to ask your old petition# for withdrawl.

so i do have following query
1) is it correct that if we are in india only one petition id we can have. eg if old get refused and went to uscis should be withdrawn

2) i got refusal in nov 2010 and july 2011. I am applying now DEC 2011 So what would be answer for the question have your visa refused twice in year?

3)wondering what could be success chances after two times refusal...
