Can H1 petition be transferred after expiry?

Hi,
I have applied for US H1B visa during 2008 and got H1 petition approval valid till 31-July-2011, which is expired now. Now, If I need to apply for H1, can I reuse/refer the same old Petition and transfer that to the new employer even if its expired? Please help me with other options which can
speedup the H1 process this time.

Your new employer can use that petition to file a cap-exempt petition for you at any time. They will need copy of previous approval notice.
