Clarification on H1b visa Educational Docs required

Hi,
My company is planning to sponsor H1b for me in the next yr's Cap, i need a clarification regarding my Educational documents.
I am an Engineering graduate completed in 2004. I have not taken my convocation after completion and recently when i contacted the University, they say that i have already taken, after running behind them for so many days came to know that they have send it through post and which i didn't receive. They can not give the original again and i had to take Duplicate copy of the Convocation.

I had a refusal for UK Tier1 earlier because i didn't provide my convocation certificate as i have not even taken the duplicate at that time. But i have two approvals for UK before that(Business and work permit) for that i have provided only Provisional certificate.

My doubt is, is it fine to apply for USA h1b with duplicate convocation along with all the mark sheets,CMM and provisional etc given by university.
Also my previous refusal to UK, will affect anything here.
