My current I-797 expires on March 15 and new one starts from March 16 and valid for next 3 years.

I am planning for VIsa interview on Jan 24 and planning to return on feb14.

I was wondering what will be start date on my visa stamp and will I be able to enter in US before march 15?

There is no start date on the Visa, just date of issue and date of expiry. Date of expiry will be according to the new approval notice (which you should use in Visa application). If your current Visa (in your passport) is valid on the date of return, you don't need to apply for Visa.

You need to show both approval notices at Port of entry and get I-94 according to new approval notice. Make sure that the I-94 is according to new approval notice. There should not be any problems in Visa application or entry.
