COS back to my old H1 from H4 - Do i go into quota ?

Hi,

I recently changed my status from H1 to H4. Still have 2 more years on my H1. My questions are :

1) Would i need to wait for quota of next year to go back on to H1?

2) In order to change my status back to H1 from H4 do i again have to submit I-539, eventhough i have my old H1 papers or is it a transfer of my old H1 to a new company ?

2. It will be a I129 from the new company to transfer and change your status back to H1b. I-539 is for dependent status.
