l2 to h4 transfer

My husband got his H1 approval in mid march but his employer filed for my change of status from l2 to h4 in end of march (i.e. after 15 days). Now my question is what are the chances of getting my COS approved as it was filed after his petition approval.

Also how long does it takes the decision to come?
