Regarding H1B process for first time

Hi
I would like to know, whether my sponsor submits educational evaluation form while filing H1B for me or else submits my educational memos?
Because if they submit certificates, then USCIS will do background check before accepting H1B. so what is the need for me to carry again educational documents to H1B stamping???

Visa application at the Consulate made by you and H1 petition filing with USCIS by your employer are two different applications, filed by different entities with different Government agencies. The consular officer can check any and every thing even if it was submitted by the employer with the petition. The word 'stamping' is wrong and misleading. Petition approval in no way guarantees Visa approval.
