H1 Transfer process while staying outside USA

I have a H1 visa sponsored by a Service based vendor located in India.I have been to USA on deputation for around 9 months.My H1 is valid till July 2013.Currently, I am out of USA.

Staying outside USA, can I get my H1 transferred to another vendor? If possible, please let me know on the procedure.

Possible. Any employer can file a new H1B petition for you using the CAP from the previously approved H1B petition. Just give the new employer a copy of your previous H1B approval and they will know what to do. I am sure any employer who files a H1B petition will have a good lawyer who will know how to proceed. The documents needed are the same as what you gave your previous H1B sponsor.
