Paying for your own H1B is straight illegal. If you loose your money, then there isn't much you can do or complain to anyone as you are also involved in trying to get a sponsorship illegally.

If you want to work in U.S in H1B status, then find a U.S employer who has a job that matches your skillset. The empllyer can file an H1B petition for you (form I-129) and it has to be filed when the CAP for the fiscal year is open. The CAP for 2013 is currently open. When the petition gets approved, you will need to attend the H1B visa interview at a U.S consulate in your home country (since this is your 1st time H1B stamping, it has to be from your home country). YOu can attend the visa interview only within 90 days of the H1B effective date. In your case, when the petition is filed under a new CAP, it will be effective only on or after Oct 1st 2012. Once the visa gets approved, you can travel to U.S to work for the employer. You can travel no earlier than 10 days prior to the H1B petition effective date.
