regarding interview waiver program

Hi,
I am on h-4 visa and I meet all the criteria for the interview waiver program but yet there was one point about which
I am not sure. I read in the FAQS this question on the vfs site ...
Q.27 I like to renew my spouse’s visa of same visa class due to change of employer or institutions, can I proceed with the application for IWP
Ans Applicants applying for visa renewal for the same visa class due to change of the employer or institution will not fall under IWP. It should be the same visa class within the same employee.

Now, I did not want to renew my visa because of the change in my husbands employer but because my visa is going to be expired in June2012...Yet during this period my husband also has changed his employer so still am i eligible for interview waiwer program....

The IWP is still in pilot. As of now, there is no requirement that states that if the H1B holder changes employer, the spouse is not eligible for IWP. H4 usually is not tied to the H1B holder's employer.

Here are the basic requirments to qualify for IWP in India.

1) The applicant must have a previous U.S. visa in the same class as the visa class for which he or she wishes to renew;
2) The applicant’s previous visa must have been issued in India;
3) The applicant must be applying in the consular district where he or she wants his or her passport delivered;
4) The applicant must have no refusals for a visa in any category after his or her most recent visa issuance;
5) If applying for a B1/B2 or C1D visa, the prior visa in the same category expired within the last 48 months or is still valid (OR) If applying for a J2, L2, or H4 visa, the prior visa in the same category expired within the last 12 months or is still valid;

I would suggest you go for IWP (Or call VFS helpdesk and check with them). If the consular officer decides that you are not qualified, then they will invite you for a personal interview (So just be prepared for that). Even if you qualify, the consular officers still retain the authority to interview any applicant who they determine requires a personal appearance. If the previous visa in the same category was issued before January 1, 2008, then the applicant may be required to submit fingerprints at a consular office.

Are H1B's eligible or is it only for the visa types mentioned in 5?

Only the ones mentioned in point 5. H1B's are not eligible.
