H4 Visa with approved H1 Petition

Hi , Just needed few inputs on my current scenario .

Can we go for H4 Stamping in India and come to US while having an H1 approved petition ?
Once she is in US , on Oct 1st , she will apply for change of status from H4 to H1 so that she can start working from Oct 1st.

Need your urgent inputs on this . Please let me know if this valid.
