    H1B Non cap to Cap transfer

    I have a H1B from a university filled under non cap expiring at the end of this september. Now I have an offer with a company which need to file/ transfer my H1b visa. I have the following questions.

    1. Can the company transfer my H1B?
    2. Do I need to be counted to the cap?
    3. When can i start working with the new company?
