H1 B experience requirement for Non ComputerScience degree

Hi,
I am on H4. I am planning for H1 visa through a company. I am bachelor's degree holder in Electronics Engineering (from india). I dont have any prior experience and I came to US on H4 immediately after my degree.

I heard that for H1 approval INS looks for atleast 3 yr prior experience for NonComputer Science degree holders. Is this true? or can i go ahead for my H1 processing now ?
