Change status to H1b

Hello all,

I am currently in Usa on my multiple visa [b1/b2] ,from 4th, june and i got 6 month i-94 to stay in usa, want to get h1b how can change my status?

a) Can i COS [change of status] from b1/b2 to h1b?
b) Can i COS [change of status] from b1/b2 to f1 then after completing the course to h1?

>>> H1B cap for 2013 is already closed. You will have to wait until April 1st 2013 to file the H1B under a new CAP. You cannot start working until Oct 1st 2013 in H1B status.
