DS160 question

in DS 160 there is a question

"have you or your family member ever applied for an immigrant visa?"

I have a pending PERM only and on H1..no 140 or 485...

is the pending PERM considered an application for immigrant visa? should I answer it as YES or NO?

Answer NO. PERM is not considered as an immigration petition. Once you file I-140, you have to answer YES.
