Can one eligible to book Parents Travel tickets with Per Dime amount?

One of my friends was planning to book her parents tickets with employer's credit card. Her employer wants to pay credit card bill with her per dime amount. Is it the good way to book her parents tickets?

The salary by the end of the month should not be less than the approved LCA. As long as that is met, everything is good.
