H1B Transfer while on H4

Currently I am on H4 in USA. My H1B Petition is pending with my current employer, though I have the receipt number. Once I receive my H1B petition approval before 1st Oct, can I do an H1B transfer to a new employer.

My H1B approval is most likely to come with a consular approval as my Change of status got abandoned (Traveled on OPT when H1B was pending due to family emergency and returned on H4).

So, can I still do H1B transfer if any offer comes my way.Please help.
