Urgent!! Please Help Immigration Question

I am in my 6th year of my H1 my last H1 extension denied so came back to India. I had approved I-140. Another company filed for the petition using 140 and got 3year extension. Going for Visa.

What should I say if the VO asks are you planning to settle since my 140 is approved?
Does my extensio denial effect my visa?

I don't think such a question is ever asked to an H1B applicant. H1B is a dual intent visa. Btw, getting a GC (which still may be far away) is not citizenship.
