H4 Visa to Delhi consulate

My husband got his F1 rejected 2 years back in Chennai consulate. Now he is applying for H4. Can he go to Delhi consulate due to the rush and scarcity of dates in Chennai? Will there be any problem in doing this? Can anybody help what type of questions he needs to answer if he goes to Delhi instead of Chennai? Any help is appreciated.
