Reserve H1B quota

Does anybody know is it possible for companies to reserve some H1B visa quota before the cap is full and use those later in the year (in case of any urgent requirements at the end of the year)?

Where did you hear of such a thing? Its not possible that one can reserve an open ended H1 and use it for future. Every H1 petition has to be tied to an employee and is not transferable. One can process H1 and get approval for an employee before quota gets over and the employee can travel later on but if you are assuming that a company has an open ended H1 and you can travel before Oct 2013, I don't think that will be possible. This is my opinion not legal advice.
