Country Of Chargeability

Hi members,

Please help with my question. I was born in Qatar and my passport shows place of birth as Qatar. I have Indian nationality and passport as my parents are from India. For Green card, would it pick the country of chargeability as India? Would the priority date be considered based on Qatar or India?
