Power of Attorney in a different embassy

Hi,

I am a resident of the state of Ohio which comes under CGI, NY.
But Chicago is very convenient for me to go in person.

I have emailed / called to both the consulates (Chicago and NY) to ask this, but no reply.

Can I get my POA attested in Chicago consulate being a resident of Ohio?
