CAM for minors living in Honduras, El Salvador and Guatemala

Does anyone know if a (now over 21) child who has been in immigration processes since they were minors qualify for this program? (http://www.uscis.gov/humanitarian/re...can-minors-cam)

We were told that he would still qualify for it since he was only a kid when we asked for him to be brought here.

Any help would be greatly appreciated. Thank you!
