I wish to make an inquiry regarding SSN. Is it possible for someone with an Immigrant Visa application to activate/get a Social Security Number while still outside the US? Thank you.

No, the immigrant must arrive in the U.S with an immigrant visa to be eligible for an SSN.

While outside, however, if the immigrant is married to a U.S. citizen, she can obtain an ITIN (Tax ID Number), if that application, W2 is submitted with the spouses Federal income tax return.
