adopting a 14 year old from Philippines

My stepmother who's a US Citizen would like to adopt my 14 year old cousin from the Phils. Would this be difficult? How long is the process?
Please advise.

How difficult it is and how long it takes will be more dependent onPhillipines adoption law/policies than on US immigration, I think
