Applying for a visa date for my fiancee

Hi All,
I am on F1 and have my H1-B approved. In november, I am traveling to india for stamping (and marriage). So I was looking to get a date at new delhi US consulate. The problem is that my fiancee recently applied for her passport and would take another 1-2months before it comes.

My question is that can I get a date for her H4 visa even though she doesn't have her passport yet? I would appreciate your response.

you will need her passport number to for the application.

Since you ar a returning resident then you might be eligible for an emergency appointment.

Or expedite/tatkal the passport of ur finace.

another quick question? i have the receipt number for her passport application (which passport officials said that it would be her passport number). can I get a stamping date based on this receipt number on VFS site?
