Change of date of birth

Dear concern person,

I have a problem with my date of birth which needs to be changed. I found out from the website that i need a court order to change it. What i want to know is, whether the megistrate can be Thailand or not. If i have to go back to india i might have a problem because I'm applying for a visa to the US and have an interview on the first week of March 2007. I hope to hear from you soon.
