Questions about late registry of birth

I have never had a birth certificate. My parents are deceased. I need to file for a certificate. What do I do? I am lost. I just want to be able to get a license and have a normal life. But the problem is that I am 23 years of age. I don’t even have a high school diploma. Can you help me? but i am a U.S. citizen.
