Medicaid denial because of no green card

To Whom This May Concern,

I am the Director of Finance at Nursing home in Bronx, NY. One of my residents is being denied Medicaid due to the fact that he does not have his Alien card. Firstly are a green card and a alien card the same thing? And how do I go about getting him a new one?

Any help in this matter would be greatly appreciated
