Birth certificate help

I require a Birth Certificate to be send to New Zealand for me, I do not have a Birth Certificate. but i was born in India, I have called the New Zealand Indian Embassy, and they asked me to contact you people as i was born in 1988.

So my question is that, is this the right place to be contacting about this. If so,

How much does it cost and how long will it take because i need this urgently
