Pension question for my father

My father has been living here in USA for the past 3-4 months but he is getting his military retirement pension which is deposited in the bank monthly. In order to get pension person needs to appear at India's pension office once a year but there is an option if a person send life certificate to bank it should be ok.
Is anyone going thru this or getting pension without appearing in India's pension office (DPDO)? If there is anyone, I need your help, what is the procedure? Does the life certificate needs to be notarized? I read somewhere the life certificate needs to be signed by Consulate office, Is it true?
