Fingerprinting Problems!

Hello!

Got a letter from USCIS staing that my moms fingerprints were illegible so now they want a letter by local law enforcement agency which is not a problem...but it also asks for a letter for each law enforcement district resided in the last 5 years. My question is this for within the U.S or for abroad too?
