How do I get SSN?

May I ask if it is possible for me to get an SSN even when am a Filipino working outside of USA?

I ask this because SSN is required to me by the New jersey Board of Physical Therapy in order for me to be licensed as Physical Therapist after passingthe National Physical Therapy exam, USA.

how about a temporary SSN, is this possible?

You can apply for SSN only if you have work permit in the USA.
