have applied for H1 b visa in the year 2000 ,visa refused under section 214(b),reason USA employer is ****,company is black listed ,he cheated me.

again in the year 2006 I have applied for B1/B2 visa refused under section 214(b), reason Travel document(passport)

again I applied for H1 b visa in the year 2007 visa refused for me and my wife under section 221(g).reason under Additional administrative processing

Now my wife has got admission in cambridge university ,
Can she apply for student visa and my self for student dependent visa.
