Birth Certificate

Hi,

I am applying for the green card and I need to provide the birth certificate of my wife who is the citizen of the United States. However, my wife came here as a refugee and she has never had her birth certificate. How do we obtain the birth certificate or what documents and process that we need to do so we could have everything in order?
