Non-availability of birth certificate

I have two immigration clients from India who do not have birth certificates. They were born in 1952 and 1959 and they have affidavits from their parents about the circumstances of their births. Can you obtain the statement of unavailability about the birth certificates? Can you advise me what the cost of this service would be?
