don't have birthcertificate to apply for GC

is birth certificate a necessary requirement while applying for green card? my husband is applying for my GC,but I don't have any birth certificate all, I managed to get is a declaration from municipality stating no entry of my birth record is found and my parents are so and so.that's it.so my question is will this kind of no-entry birth certifiacte will be granted?

In addition to the certificate that no birth record is found, you have to get 2 birth date affidavits made by your elder relatives such as parents.
