Even if such word does not exist in English dictionrary, it is a valid word in "immigration dictionary".

What does “retrogate” mean?

That means the priority dates go back.

If this month, they are processing the cases received as of May 1, 2001, and next month, they said they are processing the cases received as of Feb 15, 2001, that means the priority date has retrogated. They are supposed to be processing the case in the order they receive but there are many factors because of this such things happen.
