Hello,
I was born in Germany in 1981. My parents are both U.S. citizens, they were in the Army when I was born. All I have is a photo copy of my birth certificate. I have run into several snags where my photo copy is not good enough. I am having trouble locating an original. The original that my parents had was destroyed by flooding in a hurricane when I was small. I do not know who I need to contact or what forms I need to fill out to get my birth certificate. Please help me.
