I understand that i should'nt be on illegal status in any case to get green card on basis of I-130, but could you please let me know -

1) Would I be able to change my B1 visa to either to F1 or H1 and pass the long waiting time for the availability of visa number after filed petition I-130 ?
2) Is this H1 visa is on lottery based ?
3) Can you assist me to get H1 visa ?
