Hi, I got layed off in Jan. I am in final year of my H1 visa I started applying for jobs. In the meantime I located a job and approched two employers A & B for trasferring my H1. One of the employer requested the details and asked me to fill a questinair of his attoney. In the meantime I got full time job and I joined with them. This employer A is now demanding the attoney fees. I am woundering whether I need to pay it or what are the consequances if I did not pay.

Did you accept the offer ? What were the terms of the offer ? Did it say that once you accepted the offer and they process your transfer papers and you do not join them you are liable to pay the cost.
If the Answer to all the above is yes then you are liable.
Now Liability & Collection are two different issue.
To collect that fees they have to file in court and try to recover.. thats a long & costly process -- Some people do it because they want to send a message to other employees who may planning a similar exit.
Some do not go thru the trouble... I do not know which category your employer belongs to.
