Does Social Security Card mean you can work?

I need to request some information. my son was adopted from germany, and he has a social security card, does that make him a us. citizen? or do non us citizens have social security cards too. we need to know if his social security card is proof that he's a us citizen? thank you.

Anyone who is authorized to work in the U.S. can have social security card.
