Local tax

Anyone know about the rules regarding Local city tax ? Do L1 visa holders need to pay Local city tax ? I am staying in Scranton, PA.
One of my friend was telling that in NY, visa holders who stays in apartments (not in their own homes) do not need to pay the Local city tax ! Can that be true ?

If it is an income tax, everyone has to pay.

If it is property tax, those who live in an apartment do not directly pay, but the landlord pays who owns those properties. (And in turn, he puts that tax as part of the rent.)
