Tax Withholding form for income generated online

Hi,

I am on L1 visa and my wife has L2 with EAD. She has been writing articles for websites. Now websites have requested for form W-9 for withholding purpose, there is also option for form 8233 or W8-(EXP, BEN, IMY, ECI).
Somehow I do not feel like any of the forms suit our situation.

Any idea which form she should fill and send.

She needs to fill W-9 form. That is not for withholding for asking for tax ID so that they can send her Form 1099 at the beginning of next year.
